Barbara Morrison, a Bay Area small business advocate and civic leader, is the founder and president of
TMC Financing, a certified Development Company that provides SBA commercial real estate financing.
Since 1981, TMC has provided U.S. Small Business Administration funding for real estate projects
totaling more than $14 billion in Arizona, California, Hawai’i, Nevada, and Oregon. These efforts have
benefited over 7,000 businesses, creating and retaining an estimated 60,000 jobs throughout the region.
TMC consistently ranks among the top CDCs nationwide.
In 2023, TMC became the largest SBA 504 lender in the nation for the third consecutive year. TMC
Financing has an active SBA 504 portfolio of 2,585 loans totaling $2.23 billion with a currency rate of
99.2%.
Barbara Morrison also founded TMC Community Capital in 2018, a sister company of TMC Financing,
to provide an affordable alternative to predatory online lenders. TMC Community Capital utilizes
technology and innovation to provide quick and transparent loans on a scalable platform. The mission of
TMCCC is twofold: to be a safe alternative online microlender and to close the gap on lending
inequalities by focusing on low-income, women-owned, and under-resourced entrepreneurs in
California.
Morrison developed her passion for small business economic development early in her career while
serving as deputy director of the Mayor’s Office of Economic Development in San Francisco. A former
mayor and city council member for the city of Belvedere, Morrison has been widely recognized for her
advocacy for women and small business owners, as well as the leadership she provided for many
community organizations.
In her extensive career, Barbara has been honored with numerous awards, including the Arthur
Goodman Achievement and Diversity Award in 1999 and the US Small Business Administration's Small
Business Advocate Award in 2000. Her professional involvement extends to various influential
networks. She serves on the board of TMC Community Capital and is a member of Sonoma Impact 100,
where she co-chairs the Finance Committee. Barbara is also a board member of Jack London Park and
participates in the Oakland Chamber of Commerce's Economic Development Committee. She is a
member of the International Women’s Forum (IWF), Northern CA Chapter, and has previously served
on the boards of the Marin Theatre Company, Presidio Bank (now Heritage Bank), Renaissance
Entrepreneur Center, Harvard Kennedy School Women and Public Policy Women’s Leadership Board,
and The Buck Institute for Research on Aging. Barbara also contributed as a mentor for Ceresa.
